eMS electronic administration of EU funds

The eMS project was the first time an integrated software solution had been designed and implemented for the purpose of processing funds provided through European territorial cooperation (ETC) programmes. ETC programmes are carried out in cooperation with two or more EU member states or third countries (e.g. candidates for entry) with the aim to promote territorial development and cooperation. All ETC programmes must be approved by the European Commission and are therefore obligated to communicate with the beneficiaries electronically.

The core objective of the eMS project was to depict the entire lifecycle of an ETC programme and projects carried out within a programme across the entire period of the programme. This includes publishing and managing calls for project submissions, the assessment of these by experts, the creation of subsidy agreements, and the monitoring of project management including progress reports, proposed amendments, payments, repayment requests, and numerous evaluations and reports.

The client here was the City of Vienna, Municipal Department 27 – European Affairs, for the European ‘Interact’ programme, which covers various EU programmes to promote the cross-border exchange of knowledge and experience. Development of eMS was completed in September 2015 and it was already being used to smooth administrative processes in 20 ETC programmes across Europe by the end of 2015.

Based on HIT tools

eMS is the only available platform supporting all options based on the HIT toolset definition. This allows a quick start out of the box without implementation effort in customizing e.g. the application form to the programmes needs.

The standard solution for e-cohesion

As eMS was not implemented for a specific programme and specific requirements, we had the vision to fit to all variations ETC programmes can require.


eMS supports a multilanguage usage in 2 perspectives – content and user interface. Programmes can configure the required input languages for content like application form and reports and the offered user interface language for labels, tooltips, static text and online help system.


eMS offers a variety of options in programme and call definition, that all by regulation and by HIT foreseen scenarios can be configured like programme area, objectives, flatrates, workpackages and many more.

In the implementation of eMS we have foreseen some application programming interfaces (APIs) where programmes can add individual plugins for e.g. checking data or deliver overview data.

Printed version of applications, certificates and reports are template based and can be adopted to the programmes needs and style guide.

Roles and privileges

The implemented role and privilege concept allows to define roles on a very detailed level based on action, screens or sections. eMS also delivers a set of predefined roles that are based on a common sense (that also may be a good starting point for own definitions).

Getting started

eMS is based on open source technologies and allows a licence-cost-free operation including operating system, database and runtime.

After installation in Apache Tomcat and configuration based on configuration-files, a setup wizard helps to run through the programme specific content setup (Area, Priorities and objectives,…). The translation of eMS to the programme specific wording and language can be done online by an administrator user. Once a call is set up, the system is ready to collect project applications by beneficiaries.
